Job offer - Director of Planning
Under the authority of the Chief Executive Officer, the Director of Planning is responsible for managing the human, financial, material, and informational resources of the Planning Department. The Director ensures the timely delivery of high-quality planning services to the two municipalities and the Chaleur Rural District that receive their services from the Regional Service Commission. These services include subdivision plan approvals and development permits, review and approval of variances, regulatory amendments, property standards enforcement, issuance of building permits, inspections, and responding to all planning-related inquiries.
The Director provides professional support, advice, and guidance to municipalities and the Province on all matters related to land use planning and development projects. This includes active involvement in the preparation, development, and implementation of various planning documents required under New Brunswick’s Community Planning Act, such as rural or municipal plans (including updates and amendments), by-laws, policies, and reports. The Director also represents the Planning Department on numerous committees and serves as a liaison with various provincial departments and agencies on planning and land development matters. Additionally, the Director is responsible for the material and financial management of the department.

- Strong leadership and management skills to lead, mentor, and train staff.
- Ability to develop and implement plans, by-laws, policies, and operational procedures across diverse areas.
- Excellent communication and presentation skills, including the ability to address the Board of Directors, municipal councils, various committees, and the general public.
- Ability to work under pressure and manage multiple concurrent projects.
- Strong writing skills for preparing professional reports and the ability to maintain effective working relationships with staff, elected officials, provincial and local government representatives, developers, and members of the public.
Required Qualifications:
- A bachelor's degree in urban, municipal, or regional planning, or a related field accredited by the Canadian Institute of Planners (CIP).
- Membership in the Canadian Institute of Planners and the New Brunswick Association of Planners.
- A minimum of five years’ experience as a planner, with at least two years in a managerial or supervisory role.
- Solid knowledge of local and regional planning processes, principles, and best practices, including urban and rural development, land use planning, climate change adaptation measures, project management, research methods, and public engagement.
Compensation:
In accordance with the current salary scale : $114 500 - $126 300. The Chaleur Regional Service Commission offers a competitive benefits package including life and health insurance, and a pension plan.
Work Schedule:
Thirty-five (35) hours per week, over five days. This position requires availability outside of regular office hours to attend CRSC meetings, municipal council meetings, planning committee meetings, public meetings, special projects, etc. Overtime is compensated with equivalent time off.
